Toronto area developers were busy pouring concrete in January as they took advantage of an unseasonably warm month. Housing starts were up by 19 per cent last month to a seasonally adjusted and annualized 39,700, compared to the 33,400 in December according to the Canada Mortgage and Housing Corporation today.
